it's really unclear from the information that's been given out by the board of elections on whether my first vote is valid or not. >> reporter: another couple called to tell us that they got not one, not two, three, but four ballots between the two of them. and of course, the big question everybody has for us is, is there potential for voter fraud. >> there should be now concern about double voting. we have procedures in place to catch that. >> reporter: ross goldstein said it all started when his staff caught an error on the bar code that appears above your address on the mailing envelope. >> we were concerned that the ballots were just taking too long to get to the voters. so we reissued those ballots for all of those voters. >> reporter: so far, the state has sent out 10,000 duplicate ballots. if you have not voted yet, he says you can still fill out either of will ballots and send it in, and shred the other. only one will count. >> on every envelope of the

return ballots, there's a bar code unique to that voter. we scan it into our system. we know if we've gotten the same baroded ballot back from the same voter. and then we will only count one of those bal lots from that voter. >> the maryland state board of elections says if you do send in two ballots, only the second ballot with the later date will count. they say they have been in touch with the vendor who issued these ballots and are confident the problem is under control. >> this is so confusing. if you sent in the first one, does it count or not? >> if you sent in the first one, it counts, unless you send in a second one, and then that first one doesn't count anymore. they go with the ballot that has the later date on it. of course, what's important for everyone to remember is they look at absentee ballots after the election. so this will happen later. >> just yesterday you were talking about the ballots, the absentee ballots going out, missing a key page with some of the questions.

deadly attack on the u.s. consulate in benghazi has been arrested. the tunisian government said a 28-year-old man is in custody in tunis. it is not yet clear when they picked him up. the attack on the consulate back september 11th killed ambassador chris stevens and three other americans. this is the busiest day yet on the campaign trail. the presidential candidates and their running mates trying to make the most of the time left in a race that still is too close to call. president obama will travel more than 5,000 miles today alone. steve handelsmans on capitol hill now with more on the candidates' travels. >> reporter: jim, thanks, good evening. the polls are so close now, that all kinds of combinations of wins in the swing states, like virginia, could produce a victory. and so the candidates are trying to hit all the battlegrounds. mitt romney and paul ryan swing state tours started in colorado. they split up. romney going to nevada.

indiana senate candidate trying explain a comment about abortion in cases of rape. here's what richard mourdock said last night that got such a reaction. >> i struggled with it myself for a long time but came to realize that life is a gift from god. i think even when life begins in that horrible situation of rape, that it is something that god intended to happen. >> today mourdock accused opponents of twisting his words. he said rape is clearly not something god intends to happen, but is also not backing off from his position that life begins at conception. >> for those who want to kind of twist the comments and use them for partisan political gain, you know, i think that's what's wrong with washington these days. you know, i spoke from my heart. i spoke with my principle. i spoke from my faith. >> mitt romney just released a tv ad in indiana backing mourdock for senate. the romney campaign said that the governor disagrees with mourdock's stand on abortion but his campaign is not pulling the

ad. hurricane sandy is pounding jamaica right now. these pictures taken as the storm first hit the island coast. sandy is expected to get even stronger today as it moves over jamaica and heads to cuba. doug kammerer has more on how sandy could have an impact on us here. doug? >> it really could have an impact on our weather as we make our way into the weekend and early next week. hurricane sandy with winds of 80 miles an hour, just off the coast of the eastern portions of jamaica right now. really hit that eastern side very, very hard. winds upwards of 80 miles an hour, with stronger gusts. trees down, power outages there. now it's on its way over toward cuba. video a little bit earlier this morning as it was making its way onshore. the incredible surf this storm is producing, we'll see it move up the east coast over the next few days. it will be in cuba, bahamas,

florida, carolina also, and portions of the northeast. the potential is there for this to be a very dangerous storm. here it is right there. winds right now 80 miles an hour. moving to the north at 14 miles per hour. on that track, moves very close to miami, just off the coast there. and then right up the coast, staying offshore through most of this time period. but after that, that's the part, the time we have to watch out for. we'll be back with the latest thinking and what impacts you could see in a minute. a cyclist is in the hospital after being hit by a school bus this afternoon. the bus was taking children home from poolesville high school at the time. no students on the bus were hurt. darnestown road near the scene of the crash remains shut down right now. police have just made an arrest in a deadly shooting at one of the largest churches in the country. the shooting happened at the world changer's church international in the atlanta,

georgia, area. the suspect is a man named floyd palmer. they say he's 52 years old, and that he used to work at the church. this morning, a man walked into the church, and again, they have just arrested a man, and opened fire. one of the volunteers who was leading a prayer service was killed. a 4-day-old infant died after being run from the metro station to children's hospital today. they tried to revive the child. investigators are waiting on test results to determine a cause of death. the fire department said that baby appeared to die of natural causes. for the first time, prosecutors in the district are charging suspects with committing an act of terrorism. 28-year-old floyd lee corkins is accused of shooting an unarmed security guard in august. the u.s. attorney's office said corkins told the guard he didn't like the organization's politics before he started shooting.

>> translator: all i want to tell you is after my visit to damascus, there was an agreement for a cease-fire during ead. they will release a statement either today or tomorrow. >> reporter: on the other side there is confusion, too, because the rebel forces in syria do not act with one voice. one rebel commander began listing the conditions that would need to be met in order for his men to lay down their guns. there are other unanswered questions, how long would the cease-fire last and who would enforce it. one thing there is no doubt about, the ordinary syrians need a break from the violence. it's been going on for 19 months, in which 30,000 people have been killed and hundreds of thousands forced from their homes. nbc news, beirut. muslim-americans could play a significant role in the upcoming presidential election. there's a new poll out today in which more than 90% who were polled say they plan to vote on

november 6th, about 68% of them favor president obama. only 7% plan to vote for mitt romney. one-quarter of those polled say they're still undecided. the 500 people who were surveyed say their top issues are jobs, education, health care and civil rights. that poll was conducted by the council on american islamic relations. president obama is running neck and neck with mitt romney among the general public in a number of polls out. coming up on "nbc nightly news," the president tells brian williams why he is not surprised the race is so tight. the exclusive interview can be seen tonight on nicely news right after this broadcast. doug is here with a look at our weather, and this approaching storm. >> yeah. we're still about four days out from sunday. this storm is going to make a few changes. this forecast is going to be one that just gets you ready. we want to make sure you're ready for this, and we'll be on top of this right on over the next couple of days and right through this storm, if in fact

it does come here. i think we'll see pretty big impacts from it. today, no impacts from this storm. we saw impacts of high pressure, and plenty of sunshine. that brought temperatures to record levels. high temperature today of 84 degrees. today was simply gorgeous. that's the way i think things are going to stay throughout the rest of the evening tonight and into the day tomorrow. there's the 84, the record high. 84 set back in 2001. the low this morning, 59. and that's only a few degrees away from our average high temperature this time of year. so we are well above average by close to 20 degrees. out there right now, 75 degrees, as the sun is making its way down. it's going to be a very nice evening across our region. temperatures still 70 degrees in winchester, 72 in culpepper, 76 in fredericksburg, 77 near la plata. these temperatures very much like summertime numbers than late fall numbers. but that's what we're seeing this time of year. very warm air making its way in here. an area of high pressure continues to be on top of us.

because that we're not dealing with any rainfall. at least not today. and really over the next couple of days. next best chance of rain coming on sunday. it will come with hurricane sandy, and another frontal boundary that makes its way down there. that's really the key. this is not the only piece of this storm. sandy down to jamaica right now. the eye moving over the eastern portion of jamaica. next in its path will be cuba and toward portions of the bahamas. where is the storm right now? it's located just off the coast of jamaica. winds of 80 miles per hour, moving to the north at 14 miles per hour. it's a very strong hurricane, at least pressurewise, especially for a category 1. moving across bahamas tomorrow, and off the coast of miami probably by friday morning. this will bring very strong winds and rain to the miami area. upwards of 50, 60-mile-an-hour winds. they are not expecting hurricane force winds, but they do have tropical storm warnings in effect for the miami area. it makes its way up to the carolinas, and then out to sea. everybody saying, out to sea?

that's a good thing for us, right? well, it would be, if it continued to go out to sea. the latest computer model continues to bring this closer to the coast. not only that, as the frontal boundary moves down from the north, it will pick up what's left of sandy and what's left of sandy could be a pretty big storm and then move it right back into the coast. this has not happened very often, but it does happen. if it were to happen for us, we could be talking about a major storm for portions of the mid-atlantic and northeast. especially up towards philadelphia, new york, and up towards boston. here very high impacts. saturday, low impagcts in the green. coastal section of north carolina will really get impacted. sunday, the aids walk should be fine. the marine corps marathon on sunday could be impacted by winds. chesapeake and down to the beaches, it is monday, if this is able to make that turn back

towards the coast, that would include the i-95 corridor and a high impact scenario for wind and rain. we're talking about very strong wind. a lot of rain, not to mention coastal flooding. and numerous power outages. this could be thousands of power outages, maybe millions across portions of the northeast. that sounds like an exaggeration, it is most likely not. so you want to make sure to keep it right here with us, on team 4, and nbcwashington.com. 73 to 78 degrees, tomorrow those numbers starting off quite warm. 50 to 60 degrees. through the next couple of days, another couple of warm ones. 75 tomorrow, 71 on your friday. then we start to go downhill saturday afternoon, a high of 68. but saturday looking pretty good. sunday, monday, tuesday and maybe even halloween that we'll be dealing with this storm. but the biggest impacts coming on monday. we'll continue to watch this for you right here. >> this is one time i really hope you're wrong. >> i do, too. me too, for sure.

body and face away from the animal, do not make eye contact. they say if you do this, you'll be seen as nonthreatening, and it will defuse the dog's aggression. live now from northeast, i'm pat collins, news4. less than two weeks, people in maryland will decide whether to legalize same-sex marriage in the state. it's question 6 on the ballot there. >> a pastor in baltimore county is taking heat for saying that same-sex marriage is in his words worthy of death. chris gordon reports from randallstown, maryland. >> reporter: pastor robert anderson made a statement at a meeting hosted by the marriage alie abc. he quoted romans 1 in the bible. >> listen to the last verse. knowing the righteous judgment of god that those who practice such things are deserving of death.

not only do the same, but watch this, for those who also approve of those who practice these things. if we don't vote against it, then we are approving these things that are worthy of death. >> reporter: marylanders for marriage equality which urges a yes vote on question 6 to legalize same-sex marriage feels opponents have gone too far. >> well, we really think that it was very inappropriate for the maryland marriage alliance to hold a panel where they used the words worthy of death to describe gay and lesbian couples. >> reporter: here in randallstown, maryland, pastor anderson showed us the bible passage. romans chapter 1 of the christian standard bible saying those who practice such things deserve to die. >> that was written by the apostle paul himself. >> you made the conclusion that anybody voting for this, question 6 may be worthy of death. >> well, worthy of death in that they are promoting the lifestyle

gunman. neighbors say the interebusines family-owned business. family and colleagues will say good-bye to a prince george's county police officer killed in a crash. officer kevin bowden died last thursday in clinton, maryland. he was off duty when it happened. the first viewing is this friday night at lee's funeral home in clinton. funeral services will be held over the weekend. a 61-year-old driver faces charges for causing that accident. a family in leesburg, virginia, woke up to see flames just a few feet from their home. a vandal had set a political sign on fire in the middle of the night. jackie bensen found out this kind of vandalism is not limited to any one candidate or neighborhood. >> reporter: a brand-new banner is in place in the front yard of jack and libby stevens' leesburg home delivered by the local campaign office. it replaces one that was engulfed in flames when libby

stevens last saw it and grabbed these images. all that was left of the 4 by 8 plastic coated romney for president banner were two metal supports and some burn marks. >> the dogs were barking so i came downstairs and looked out my front window, and there was a gentleman standing on the front porch, and i looked past him to see the sign, and a fireball in my front yard. >> reporter: stevens said when she came outside about 2:00 a.m. monday, her first thought was that the fire had been set deliberately. >> it's one thing to spray paint a sign or slash it or steal it, it's another to set it on fire. that's wrong. >> reporter: leesburg police officers responded and took a report. >> due to the nature of the call, we did turn the case over to the fire marshal's office. >> reporter: although this is the most serious, nearly every jurisdiction in maryland, virginia and the district has reported vandalism to political signs this year. >> i didn't hear anything. >> reporter: the stevens'

neighbor, mark haring, a democrat, came by to offer support. he said he, too, is looking forward to the end of what seems like an especially rancorous election year. >> i'm hopeful that very soon we can work toward coming together as a nation. and mend fences and heal some wounds and work harder toward coming together. >> reporter: neighbors regardless of their political affiliation say they'll keep a sharp eye out for people who are bent on causing trouble, or people just trying to express their political views. jackie bensen, news4. a celebration in the district today marked a unique housing development that includes public housing and million-dollar homes. the 23-acre capitol quarter development near the baseball stadium includes more than 300 townhouses and separate buildings for apartments and senior citizens. the project has been under development for ten years. it replaced a rundown public housing project.

chanel caldwell cowan moved out ten years ago and she was among the former residents moving back in. >> we say to people this isn't just about tearing down buildings, this is about building lives and people coming back to be able to build their lives. >> it includes 700 public housing units that are scattered among the more expensive market rate homes that sell for $600,000 to $1 million each. it was supposed to be the anchor a multimillion dollar development. finding a new home near the carrollton metro. tonight prince george's county bureau chief tracee wilkins tells us why those plans fell through. >> reporter: new carrollton is the transportation hub of prince george's county. >> we have tremendous development opportunities in prince george's county. new carrollton is chief among them. >> reporter: at the corner of route 50 and the beltway is

marks the metro and amtrak, a gold mine that prince george's county has yet to fully develop. two years ago, it looked like that might change. with this $500 million mixed use project that would include housing, shops, restaurants. governor martin o'malley promised to move the agency now located at ann arundel county to prince george's. but now that deal has fallen through. >> i think that there was an issue with just getting it done. i know that there was a lot of effort put into it by the county. the county executive staff, to try to make this project work. >> reporter: michael gaines with the maryland department of general services is supervising the project and released this statement. during the process of negotiations, it became apparent it would be in the best interest of the state to cancel the procurement and to try and seek a new developer property owner and a new dhcd property location.

breaking news from virginia. late today, congressman jim moran's son resigned from the campaign in the wake of voter fraud allegations. jim joins us from the newsroom with the video that led to those accusations. jim? >> doreen, this started with a video eleased today by an activist group. we'll show you a portion of that video. the group said patrick moran was caught discussing how to forge utility bills to get around virginia's voter i.d. law. voters are required to show i.d. when they arrive at the polls, but a utility bill could be enough. the moran campaign has not confirmed this video is authentic. but this evening, patrick moran released this brief statement. effective immediately, i have resigned from the moran for congress campaign. minutes ago congressman moran's campaign released this statement. quote, patrick is well liked,

and was a well respected member of the campaign team. this incident, however, was clearly an error in judgment. the campaign has accepted patrick's resignation effective immediately. the group behind this video project, project veratos, you may recall that purportedly showed voter fraud involving a.c.o.r.n. congressman moran has been in office more than two decades and represents virginia's eighth district. that's the latest on the breaking news from the newsroom. back to you. a controversial new study by brigham and women's hospital in boston links the artificial sweetener aspartame to cancer. it was found in diet sodas and thousands of other products. the study was published in the american journal of clinical nutrition. however, several experts are criticizing that report. many of them say it is flawed, and that the findings are not reliable. following that criticism,
